I agree that the point is for the Economic Department, but Mr. L. V. Martin has, at my request, made some research into the matter. He has produced the attached circulars dated the 26th May, 1920 and the 29th July, 1926. The papers containing the replies to the 1926 circular have been destroyed under statute.
